Subject matter to change the examination system of standard 9 to 12 in the academic year 2021-22.

Compliment Above subject and reference- (1) Mentioning diurnal letter that as per Government's blessing for academic time 2021- 22, days of academic session, details of examination date, instructions regarding examination, holiday days, details of public leaves and details of board examination date as well as academic time 2021. Instructions regarding the syllabus for Std. 1 to 12 for- 22 have been transferred by the office then. The said letter also contains instructions regarding the system of examination to be taken in the academic time 2021- 22. In order to reduce the stress of scholars, a decision has been taken by the Government to change the being system of Std- 9 to 12 examinations in the academic time 2021- 22. Which will have to be enforced as shown below.

In standard- 9, 10, 11 science stream general stream), 12 (general sluice) the proportion of objective questions in the examination question paper was fixed at 20 and the proportion of descriptive questions was fixed at 80. In which the proportion of objective questions is fixed at 30 and the proportion of descriptive questions is fixed at 70%. The over matter should be enforced in the alternate test of Std- 9 and 11 taken in January- 2022, in the prelusive examination of Std- 10 and 12 and in the academy periodic examination of Std- 9 and 11 as well as in the periodic examination held by the board of Std- 10 and 12.

FOOD SECURITY ALLOWANCE ALL CIRCULAR

The new academic year has started with the instructions of Unlock-2 issued by the Government of India and the resolution dated 5/6/2020 outlined in the preamble of the Education Department of the Government of Gujarat ;-( 1) Is. But students registered during the HOME LEARNING period for 49 school days from September 2020 and October 2020 (from the start of Diwali vacation from 1/9/2020 to 28/10/2020) are not required to attend school.


During this period, it has been decided to provide food security allowance under the mid-day meal scheme. As per the decision taken by the state government to arrange cooking cost and distribution of foodgrains, Diwali vacation starts from 1/9/2020 to 28/10/2020 as mentioned in the resolution dated 14/12/2020 of the education department mentioned in the introduction (2). New academic year for a period of up to 49 school days


The State Government has decided to provide School Food Security Allowance for 49 days to all the students enrolled in all the schools / institutions covered under the State Mid-Day Meal Scheme for 2020-21 September, 2020. A copy is included).


The National Food Security Act, 2013 inter alia provides for payment of food security allowance to entitled persons by State Government in case of non-supply of entitled quantities of food grains, within such time and manner as may be prescribed by the Central Government.


The Mid Day Meal is the world’s largest school feeding programme reaching out to about 12 crore children in over 12.65 lakh schools/EGS centres across the country. Mid day Meal scheme is serving primary and upper primary school children in entire country. The programme aims at enhancing enrolment, retention and attendance and simultaneously improving nutritional levels among children studying in Government, Local Body and Government-aided primary and upper primary schools and the Centres run under Education Guarantee Scheme (EGS) / Alternative & Innovative Education (AIE) and National Children Labour Project (NCLP) schools of all areas across the country. MDM is also served in drought-affected areas during summer vacation also.




National Programme of Mid Day Meal in Schools (MDMS) is a flagship programme of the Government of India aiming at enhancing enrolment, retention and attendance and simultaneously improving nutritional levels among children studying in Government, Local Body and Government-aided primary and upper primary schools and the Centres run under Education Guarantee Scheme (EGS)/Alternative & Innovative Education (AIE) and National Children Labour Project (NCLP) schools of all areas across the country. MDM is also served in drought-affected areas during summer vacation also.


The National Food Security Act, 2013 was notified on 10th September, 2013 with the objective to provide for food and nutritional security in human life cycle approach, by ensuring access to adequate quantity of quality food at affordable prices to people to live a life with dignity.


The Act provides for coverage of upto 75% of the rural population and upto 50% of the urban population for receiving subsidized foodgrains under Targeted Public Distribution System (TPDS), thus covering about two-thirds of the population. The eligible persons will be entitled to receive 5 Kgs of foodgrains per person per month at subsidised prices of Rs. 3/2/1 per Kg for rice/wheat/coarse grains. The existing Antyodaya Anna Yojana (AAY) households, which constitute the poorest of the poor, will continue to receive 35 Kgs of foodgrains per household per month.
The Act also has a special focus on the nutritional support to women and children. Besides meal to pregnant women and lactating mothers during pregnancy and six months after the child birth, such women will also be entitled to receive maternity benefit of not less than Rs. 6,000. Children upto 14 years of age will be entitled to nutritious meals as per the prescribed nutritional standards. In case of non-supply of entitled foodgrains or meals, the beneficiaries will receive food security allowance. The Act also contains provisions for setting up of grievance redressal mechanism at the District and State levels. Separate provisions have also been made in the Act for ensuring transparency and accountability.

 From time to time in the General Administration Department- (1) to (3) the provision of 50% of women's reserve on direct recruitment services and posts of the State Government and then 5% provision and related rules have been published, from the notification dated 17-9-2017.

The procedure for enforcing the reservation has been shown, while the resolution dated 1-9-2018 has clarified the matter of women's reservation.  Recently in Gujarat High Court Sp. 

In the case where the existing instructions regarding the calculation of women's reserve and the judgment contained in it were challenged in the civil application no.  No. 1910/2018 and in other related cases, the resolution of General Administration Department dated 1-6-2017 has been canceled by Gujarat High Court.  -: Resolution: In view of the above judgment, at the end of adult consideration by the Government, General Administration Department's Resolution No. 01/02/2018 dated 01/07/2018 is canceled hereby, 2, LPA No. of Hon'ble Gujarat High Court.  1910/2018 Tamannaben Ashokbhai Desai Vs.  In the judgment of Sheetal Amrutlal Nishar dated TP / 2030, the Hon'ble High Court has given a clear order in para 3 and 4 regarding women's reservation.  Including women

It is decided to follow the following procedure considering the directions of how to give the effect of horizontal reservation given in each category.  As far as women reserves are concerned, the same category of reserved seats i.e. Scheduled Castes (SC), Scheduled Tribes (ST) and Socially and Educationally Backward Classes (SEBC) seats will be reserved for them in Horizontal Reservation.

That is, women in the category of Scheduled Castes, Scheduled Tribes or Socially and Educationally Backward Classes in the Horizontal Reservation will not be able to leave their category and compete in the mutual reserved category.  In addition, women candidates of general class will not be able to compete against the reserved category but the names in Mercury-2 regarding the seats which are not for Scheduled Caste, Scheduled Tribe or Socially and Educationally Backward Classes among the horizontal reservations.

As specified by the Court as follows.  ----

There is no reservation for posts in the General Category, and horizontal reservation in favor of women in the General Category is available to be filled up from amongst all women irrespective of their caste status ....... 3.

In these circumstances, women of all categories will be able to compete for the general category of seats in the women's reserve and these vacancies will have to be filled on merit basis, i.e. Open Merit.  .  These orders are on file of the same number of this department.  Published with the approval of 08/03/2050.  .
